PROFILE: Established in 2007, the Oceanside Charitable Foundation (OCF) is a community foundation that serves Oceanside, California. A group of local residents and community leaders came together to create the foundation, which is an affiliate of the San Diego Community Foundation. OCF seeks to “meet emerging needs by encouraging and increasing responsible and effective philanthropy for all who live, work and play in Oceanside; build an Oceanside community endowment to provide funding annually to Oceanside organizations and causes; and give Oceanside community members a vehicle for legacy planning and gifts that will benefit Oceanside, now and forever.” Funding interests include at-risk youth, arts and culture, community development, health and human services, education, community engagement, environment, hunger and homelessness, connecting to the outdoors, civic society, and science and technology.
This community foundation takes a broad approach to grantmaking and funds a wide variety of local causes. It accepts donations from members who make annual contributions of $1,000 or more, and half of those contributions go to immediate grantmaking. The other half goes towards building the OCF endowment. OCF has a grants committee and a board that approves proposals through a competitive grants process. Then local members vote to determine grant awards each year. OCF grants tend to range from $3,000 to $25,000 each. Past grants are listed on the funder’s website, and it typically gives five to six grants per year. The funder makes grants only in select program area categories each year, for example at-risk youth for 2017-2018 and hunger and homelessness in 2016-2017. Grantmaking is restricted to groups that serve the community of Oceanside, California.
