Funding Trends
Due in part to evolving definitions of democracy and civic engagement, funding for both is more challenging to determine. Inside Philanthropy considers democracy funding in terms of civic education and service learning initiatives; broad voter registration and mobilization efforts (although not those tied to specific issues); election-linked policy; movement-building, advocacy and protection groups, as well as specific funding around media and access. Overall, grantmaking related to democracy and civic engagement account for roughly half of 1% to 1.5%, but IP suggests this sector’s share of giving is even lower (less than half of 1%). Some researchers in the space suggest limited funding may be the result of donors’ fear that their giving could be perceived as political.
At the national level, funding in this area tends to wax and wane in response to major elections.
As well, funding increases as corollaries to political power like the decennial census. This doesn’t mean that all funding related to democracy is inherently political; however, funding in this space tends to be ideologically driven. Philanthropic dollars from conservative funders trends toward think tanks and advocacy organizations like the Heritage Foundation and American Enterprise Institute, which promote concepts and policies linked to “election integrity,” like voter identification requirements. Conversely, progressive funders are more likely to work toward expanding election access, which includes efforts to increase voter registration, dampen voter suppression, and increase representation and engagement in democratic institutions.
Funding strategies vary widely. Among the most common are legal advocacy strategies linked to election reform and policies, including campaign finance, redistricting, voter registration, and the means by which votes can be cast (e.g., voting centers, mail-in balloting, etc). Other democracy-related funding includes how the government operates, efforts that seek to reduce hyperpartisanship in Washington, D.C., and elsewhere, and initiatives to address misinformation, particularly in the media.
Foundations for Civic Engagement and Democracy
THE ABELARD FOUNDATION
The Abelard Foundation supports early-stage grassroots nonprofits in a broad range of issue areas. It only funds grants that benefits “poor and low-income people seeking to affirm their civil or human rights,” which includes people of color, the disabled, and immigrants, among others.
AGUA FUND
The Agua Fund promotes civic engagement, voter participation, and voter rights in Washington D.C. and surrounding areas, as well as nationally. In particular, it funds work related to voter participation, engaging conservation-focused voters, and protecting the rights of Native Americans and marginalized groups.
RITA ALLEN FOUNDATION
The Rita Allen Foundation’s grantmaking for Civic Engagement funds efforts to promote informed and civically engaged citizens in light of changing technology and media landscapes in the U.S. It’s also made grants for “civic science.”
ALPHAWOOD FOUNDATION
Alphawood conducts its grantmaking for democracy and civic engagement through an advocacy lens, supporting organizations whose activities “advance responsive and accountable policies and institutions.”
AMALGAMATED FOUNDATION
Amalgamated’s giving in the areas of civic engagement and democracy has recently focused on “voter education and engagement” leading up to the 2020 election.
AMB FOUNDATION
Though AMB does not name grantmaking strategies in this space, its awards for civic engagement and democracy overlap with work related to Indigenous rights and equity.
AMETEK FOUNDATION
While the foundation doesn’t publicly state democracy and civic engagement as a focus area, taxes reveal a broad interest in democracy, foreign policy, and youth organizing.
ANDERSON-ROGERS FOUNDATION
This foundation’s giving for democracy and civic engagement primarily focuses on the separation of church and state, as well as reducing the influence of religion on politics in the United States.
APPLIED MATERIALS FOUNDATION
Applied Materials has a dedicated civic engagement program, which broadly funds organizations that provide food and shelter, develop youth leaders, and “build the capacity of the nonprofit sector.” This funding area overlaps with community development work.

This iconic funder’s grants for civic and democracy evolve and expand, often focusing on voting rights and access.

The Triad Foundation’s grants for civic engagement and democracy mainly support think tanks that conduct research and policy development projects for conservative causes.

Voqal promotes the use of media and technology to increase civic engagement and bring about social change.
WALLACE GLOBAL FUND
The Wallace Global Fund awards grants to like-minded groups concerned with key trends that threaten global security, such as the rise of corporatocracy, ecological collapse, women’s rights, government oppression, and the imbalance of power between government organizations and NGOs. Its democracy and civic engagement funding promotes voting rights and combats corporate influence in politics across the United States and around the world through an approach based on social movements and media.

While the foundation does not maintain a dedicated program in civic engagement grantmaking, it sometimes broadly supports such organizations.
WERNER-KOHNSTAMM FAMILY FUND
WKF predominately advocates for economic opportunity and rights for immigrants and migrant workers in California. Its civic engagement grants center on engaging youth in opportunities related to civic life.
WIKIMEDIA FOUNDATION
The Wikimedia Foundation’s grantmaking programs support various aspects of the democratization of knowledge around the world, strongly prioritizing underserved communities that have experienced a dearth of knowledge sharing and equitable access to information.
WILF FAMILY FOUNDATIONS
The Wilf Family Foundations are a conglomerate of six private family foundations based in New Jersey. The Wilf Foundations’ largest area of giving is Jewish causes but they also support education, social justice, democracy, health, disaster relief and human services.
WOODCOCK FOUNDATION
Civic engagement and democracy represent a newer area of giving for the Woodcock Foundation, which appears to have developed a strong interest in this are since the 2020 election.
WYSS FOUNDATION
The Wyss Foundation is dedicated to supporting and protecting the communities and natural resources of the American West. Its community grantmaking supports efforts to promote democratic society, justice for immigrants and women’s rights.
ZOOM FOUNDATION
This foundation broadly invests in creating a “just society (that) requires a robust democracy. We support free and fair elections and invest in work that strengthens the resiliency and responsiveness of our political institutions.”
THE CHAN ZUCKERBERG INITIATIVE
While CZI does not yet have a dedicated funding area specifically devoted to issues of democracy and civic engagement, it does have a history of making grants in this space, most significantly during the lead-up to the 2020 general election and since, in support of voting access.
